The growing and inevitable global process of urbanization has reached the refugees dispersed throughout the world. Driven by the same need of any other human been, refugees, and mostly by several factors, have chosen to live in the urban environment. This article is therefore a proposal to reflect on the situation of refugees resettled in Brazil within that overall context. Thus, it reports the difficulties they encountered in Brazilian cities, such as lack of access to the functions of the city, namely, housing, work, movement and relaxation, defined by known Charter of Athens. The lack of access complicates the process of local integration of refugees and ultimately leave them in precarious situations, which represents a violation of human rights, dignity and health promotion. Lack of access to the functions of the city has one of the main causes the lack of information, the unpreparedness, the lack of structure and bias on the part of the population and the municipal government. To solve this problem and ensure a dignified life for refugees from full access to the functions of the city, we propose, at the end of the work, carrying out multiple dialogues between UNHCR, federal, state and municipal governments, civil society organizations and non-governmental organizations to outline strategies that are created and policies, especially at the local level, in favor of urban refugees and health promotion.
