Abstract

This reflection was presented at the conference the first Congress promotion Health conducted at the University of Contestado, Campus de Mafra - Santa Catarina, on 16 October 2014. Colloquium participants were Professor Dr. Markus Nahas, Federal University of Santa Catarina, as mediator on condition of debate and Professor Dr. Ana Maria Girotti Sperandio, LABINUR/UNICAMP and Faculty Jaguariuna - São Paulo. The proposed reflection is divided into two reflective moments. At first, argues on the importance and difficulties of conceptual definitions involved in term development in its various meanings and adjectives. Secondly, the reflection seeks to articulate the State of concepts, development and health , pointing to the fact that the development of a given region , but the country depends on the degree of vitality of its public institutions, their private actors and the organized civil society.
