In this context, we intented to discuss between control devices and everyday life of different and traditional practices that is both related with the sea and the city, specially, the fishing and maritime transport. Throughout a historic study and fieldwork approachings, we elaborated findings about the existence of everyday doing in those cities, that survive from the possibilities of the improvises; from the traces of errors; from the way of risk themselves, that then we categorizated them as resistant and minorities urban practices. So, the text is divided in two moments: a historiographic approach of different laws and decrees created by the Brazilian State to conduct the practices and how they scape in their everyday life to the normativity, creating another ways of doing city.
