Limits and advances in the spectrum of disability

Many transformations were achieved in the context of the social protection of people with disabilities (PwD) through the implementation of the Organic Law of Social Assistance that regulated the Continuous Benefit Benefit (CBB) by the International Classification of Functioning, Disability and Health (ICF). This review aimed to gather studies on the legitimacy of the granting of the CBB through the evaluation proposed by the ICF, as an instrument for analyzing disability in order to propose alternatives to the evaluative model, and to discuss public policies that aim at the Specific conditions of PwD. A systematic search of scientific articles was conducted in the Databases Virtual health library, and articles were included in relation to the descriptors. As outcomes of interest, we attempted to evaluate models of qualification and quantification of the validity of the ICF to grant the CBB. It was observed that the challenges surrounding the concession remain linked to inequality, and that it is necessary to standardize epidemiological data on disability. For the evolution of social policies, one must understand that there was a process of amplification of the fight against vulnerability, with the integrality of attention, services and benefits; Much has been achieved since the implementation of the first public policies in favor of PwD, but the delay and restriction of their rights persist, demonstrating that the greatest difficulties are the fruits of basic political traits.
